Delovoy Peterburg has published a column written by Konstantin Boytsov about issues surrounding the legal regulation of connecting to electricity networks

Konstantin Boytsov, Head of the Energy and Utilities department at Maxima Legal, provided an analysis for Delovoy Peterburg on a precedent from the economic division of the Supreme Court. At the end of last year, the Court issued a judgment in a dispute with an electricity network which had unilaterally refused to comply with a contract to join new buildings to the electricity grid.

“The Supreme Court’s judgment reasons that an agreement on connecting to the electricity grid by its legal nature is a contract for the provision of services. As such the customer has the right to unilaterally refuse to perform it, provided that it compensates the network for any incurred expenses. But one problem that this creates is that the established practice does not presuppose the drawing up and signing of estimates by the parties in which the costs of the connecting to the network are recorded,” Konstantin commented.
