On 27 April, business newspaper, Delovoy Peterburg, published an article written by Robert Houchill and Natalia Demina on a proposed amendment to a draft bill before the UK Parliament that would require British overseas territories (including the British Virgin Islands and Cayman Islands) to introduce beneficiary registers for companies. The proposals would be similar to a register introduced in the UK and would seek to reveal the names of any beneficiaries who are behind legal owners of entities registered in the territories.
