A working group of the St Petersburg Parliament has asked Russian Prime Minister, Mikhail Mishustin, to impose a moratorium on the sale of real estate owned by the Leningrad Federation of Trade Unions (LFP), which includes seven large properties in St Petersburg and the Leningrad region. According to the parliamentarians, this measure is necessary to analyse any misuse and allow time for the prosecutor’s inspection of the union. The LFP considers the actions to be political persecution.

Konstantin Boytsov, Head of Real Estate and Construction Practice at Maxima Legal, explained to Kommersant that a moratorium on real estate transactions with respect to both state and private property is possible only on the basis of federal law and after a court decision. “There are exceptions, but they work, for example, during a state of emergency and usually concern national interests, but not the interests of workers or members of trade unions. The rights of trade unions are no different from the rights of any other legal entity”, Konstantin emphasised.
