Maxim Ali has commented on an experimental law for artificial intelligence in Moscow for Advokatskaya Gazeta

On 1 July 2020 a new law will enter into force in Moscow that provides for a five-year experimental legal regime aimed at supporting the development of artificial intelligence. The main objective of the experiment is to test how artificial intelligence technologies work, in which areas of the economy and socially where it could be used. Based on the results of the experiment, a decision may be made to amend current legislation.

Commenting on the law for Advokatskaya Gazeta, IP/IT Practice Head at Maxima Legal, Maxim Ali, suggested that the law is framework-based and a significant part of the rules (for example, on specific technologies) will be established using by-laws of the Moscow Government.

“What have we got today? Firstly, definitions in the field of artificial intelligence formulated at the level of federal law, as well as objectives and principles of regulation. It is not surprising that the latter included ensuring personal security”, said Maxim. Secondly, the parameters of the experiment have been set. “Thirdly, changes in the processing of personal data are particularly interesting. Anonymized data processed in accordance with the law cannot be transferred beyond the participants in the experiment. And if the experiment is ended or a participant leaves, the data must be destroyed. I note that we have not met legislative initiatives in the field of personal data for a long time, where care would be taken not only about market participants, but also of ordinary users”, concluded Maxim.
