Maxim Ali has criticised a bill governing Big Data

The Russian Ministry of Communications and Media has submitted for public consultation a bill amending the Law on Information. The amendments will affect the regulation of Big Data and will consolidate the basic concepts “Big Data”, “Big Data Processing” and “Big Data Operator”.

However, as Maxim Ali, Head of the IP/IT Practice at Maxim Legal, explained to Advokatskaya Gazeta, the draft law contains a number of significant flaws. In particular, Maxim noted the streamlined wording, ignoring the possibility of depersonalisation of data, as well as a violation of the principle of the separation of powers.

“The law proposes to give all regulation to the executive branch represented by the Government, which will monitor the implementation of the legislation and who can act as big data operators” Maxim emphasised.
