Maxim Ali has provided his comments to TASS on the provisions of a new bill with penalties for ‘anonymizers’

The Russian Parliament has passed at its third reading a bill which will introduce civil penalties of up to 700,000 roubles for providing links to websites which are banned in Russia as well as to anonymizers, which allow users to get around restrictions.

Head of the IP/IT Practice at Maxima Legal, Maxim Ali clarified that for the news agency TASS that the new provisions of the law do not apply to a variety of users. “The law introduces liability for individuals and entities that provide access to banned VPN services, which can include, for example, Google Play or App Store. Liability can arise for failing to provide Roskomnadzor with data that allows it to identify the owner of the VPN service or for not notifying them of about the need to publish such data”, said Maxim Ali.
