Natalia Diatlova evaluated the development of the PPP market in Russia for NACDI

The National Association of Concessionaires and Long-Term Investors in Infrastructure (NACDI) has published an expert analysis titled, ‘The Federal Law on PPPs/MPPs: Figures, Facts and Expert Assessments’. The material contains an analysis of Russian PPP projects and market development prospects.

The release was based on information from the Register of Public-Private Partnership Agreements, municipal-private partnership of the Ministry of Economic Development of Russia, as well as the views of key industry experts, which included Partner Natalia Diatlova, Head of the PPP Practice at Maxima Legal.

Natalia emphasized the need for amendments to the Federal Law ‘On Concession Agreements’. In her opinion, “there is a need for more freedom in regulating the public partner and private partner relationship, including foreign, investors”. In addition, “in parallel with concession agreements, various investment agreements, operator agreements, lease agreements with investment conditions and other types of agreements began to be entered into, which, using the provision on the free will of the parties, have created other legal structures for the implementation of PPP projects”.
