The “Delovoy Peterburg” newspaper prepared the article in which experts gave their assessments to the main changes and tendencies in government orders in 2021.

According to Natalia Diatlova, Partner at Maxima Legal, one of the problems of this sphere in 2021 was price dumping. The expert drew “Delovoy Peterburg” attention to the fact that the higher the price, the more often the purchase is made through a sole source procedure, while real competition continues to be seen in small procurements and is accompanied by strong price reductions. At the same time, to protect against dumping, public contracting authorities have to set up complex quality criteria to assess professional reliability which can lead to increase of the risk of challenging the results of the tender. “In 2021, dumping at auctions intensified – little-known companies reduced the starting price by as much as 80%. The same situation was observed in tenders where the price is usually a weighted evaluation criterion (60%) and qualitative criteria are only 40%,” noted Natalia.
