According to analysts, since the start of COVID-19 pandemic-related restrictions, the number of searches for online purchase of alcoholic beverages with delivery has increased several times, and the turnover of the shadow alcohol market in 2021 exceeded the previous year’s figures by 266 million roubles. Telegram became the main platform for illegal trade – the number of related channels in the messenger increased 2.5 times over the year.

Dmitry Uryakin, Associate at Maxima Legal, told Delovoy Peterburg that “numerous attempts to lower the ban on distant sales of alcohol have not yet found support from the federal legislator. The main opponent of such changes remains the Ministry of Healthcare, which believes that sale of alcoholic beverages online contradicts the principles underlying the legislation in the field of circulation and production of alcoholic beverages”.

The expert explained that the essence of the current restriction is that retailers are not allowed to sell alcoholic beverages remotely, that is, by methods that rule out the possibility of direct exposure to the consumer. Distant sale is any sale that takes place outside the stationary retail establishment indicated in the liquor license. Consequently, the prohibition applies to the sale of alcohol in marketplaces, “online bars” and other online retail sites and includes a ban on the delivery of alcohol “purchased” from an online shop.
