Natalia Diatlova has given a presentation at the largest event in Russia and the CIS on attracting investment in developing infrastructure and PPP projects

Partner and Head of the PPP Practice at Maxima Legal, Natalia Diatlova, took part in the largest industrial event in Russia and the CIS – infrastructure congress ‘Russian PPP Week’. The event was an initiative of the National PPP Centre with the support of the Analytical Centre, Chamber of Commerce, Agency for Strategic Initiatives, as well as Delovaya Rossiya and the Russian Union of Industrialists and Entrepreneurs.

Natlaia Diatlova took part in a legal debate titled ‘Changes in Legislation: Key amendments to federal laws 115 and 224 and initiatives to support investment’. As part of the session, representatives from the legal and banking sectors as well as leading concessionaires discussed issues including carrying out maintenance without operating facilities of a concession agreement in health and education, the possibility of 100% financial participation of the grantor and a plurality of entities acting as a grantor. In addition, the discussion covered the procedural issues of tendering – clarifying and systematising the criteria, establishing new requirements for parties, the possibility of compensation for the costs of training in the framework of PPP.

“Russian PPP Week is a landmark event for the PPP market. Particular attention was paid to the prospects for the formation of regional infrastructure plans, the creation of additional measures for financial support, the development of pre-project financing tools, the development of solutions, the definition of optimal risk-sharing models and the return on investment in infrastructure projects. Particularly valuable is that this event serves as a platform for discussion and exchange of experience on the implementation and structuring of projects in the construction of roads and railways, bridges and overhead lines, modernisation of housing and public services and improvement of citiy spaces, creation of modern healthcare infrastructure, education and social services, development of the agro-industrial and defense complexes, as well as the development of decisions that influence the formation of the practice of implementing PPP projects”, said Natalia Diatlova.
