Yanka Kupala State University of Grodno has published its annual digest of scientific articles Civil Law and Procedure Problems, including an article prepared by Natalia Diatlova, partner and head of PPP practice at Maxima Legal.

The expert pointed out the existing demand of the Russian penitentiary system in investments for refurbishment, renovation and construction of new penitentiary facilities. Considering that at the present moment the Government does not have a sufficient amount of funding for these purposes, Natalia has analyzed a foreign experience in the implementation of similar projects based on PPP, considered the difference between PPP and privatization of correctional institutions, possible sources of revenue from the operation of private correctional institutions, and identified the main features of the PPP agreement terms. It should be noted that the analytical work conducted by Natalia Diatlova has provided a basis for recommendations for the improvement of the Russian legislation in the area under research.
