The State Duma adopted a law on the creation of a unified federal information register with data of Russian citizens. The operator of the information system will be the Federal Tax Service, which will be also responsible for protecting personal data. The resource will combine data of the Federal Tax Service, the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Education and Science and other public sources, and will ensure a more effective fight against offenses when receiving social support or paying taxes and other fees. The law on the unified register will come into force on January 1, 2025, but will start working as a truncated version from 2022.

Sergei Bakeshin, Senior associate at Maxima Legal, explained to the newspaper Trud that because the Federal Tax Service became the register operator, the main goal of the system might be to simplify fiscal control.
