Natalia Diatlova has taken part in a session of concessionaires 

Partner and Head of the PPP Practice at Maxima Legal, Natalia Diatlova, has taken part in a working session of concessionaires. In 2019, the agenda of the event was the financing of regional infrastructure projects.

In 2018, 59 concession agreements were entered into in Russia with a total amount of investment commitments of 545.5 billion roubles. The total cost of pursuing national projects until 2024 is estimated at 25.7 trillion roubles, of which 13.2 trillion roubles is to be from federal budget, 7.5 trillion roubles from extra-budgetary sources, and 5 trillion from the regional budget funds.

As a new measure of market support, the Ministry of Economic Development and Trade launched the Project Finance Factory last year. The mechanism allows for a syndicated loan in the amount of 3 billion roubles for up to 20 years. In addition, the Ministry is developing a green bond development concept. Bonds aimed at financing environmental and social projects are also planned to be included in the sustainable development sector of the Moscow Exchange. It should be noted that as of 31 December, 2018, 33 issues of bonds of issuing concessionaires in the amount of 100.9 billion roubles were registered in Russia, with the help of which construction or modernisation of infrastructure facilities in various industries were financed.

Working sessions of concessionaires have been held annually since 2015 on the initiative of the National Association of Concessionaires and Long-term Investors in Infrastructure and the Moscow Exchange. The event brings together participants in the long-term infrastructure investment market, including representatives of companies issuing infrastructure bonds, banks, ministries and agencies, investors, and grantors – regional and municipal authorities in which the concession agreements are implemented.
