Partner and Head of the PPP Practice at Maxima Legal, Natalia Diatlova, took part in this year’s InfraSummit, a review forum of the infrastructure market and PPP projects.

As part of the forum, organised by the Infrastructure Club the event included discussions on the main events in the PPP sector over the past year, problems which the market is suffering from, as well as forecasts for the development of infrastructure in Russia over the coming period.

The experts attending the event gave particular attention to the legal regulation of the market. In the format of debates, lawyers for PPP projects assessed the content of and prospects for the government’s draft bill that will make changes to the federal law for the purpose of improving the so-called ‘infrastructure mortgage’, as well as other proposed amendments that are necessary to provide a stable environment for existing and future projects in various industries. Further to this, participants discussed global market trends and the appropriateness of a single regulator with the authority to issue guidance on PPP legislation.

“The bill prepared by the Ministry for Economic Development, which participants discussed during legal debates, is very timely. Amendments which were discussed evidence the intention of legislators to introduce more objects and “revitalize” the PPP market, making it more transparent and accessible for projects of different levels”, commented Natalia Diatlova.
