Natalia Diatlova has raised the issue of existing “blind spots” in the provision of regulatory guarantees in PPP projects involving small and medium-sized businesses

On December 8, at the initiative of the Investment Development Agency of the Tatarstan Republic there was held the IV Industry Forum on PPP, aimed at popularization of projects implementation in Russian regions in various sectors of economy, as well as exchange of experience on the examples of real cases. Taking into account the current epidemiological situation in 2020 the forum was held in the online format.

Natalia Diatlova, Partner and Head of PPP practice at Maxima Legal, spoke at one of the event`s session. The expert touched upon the topic of small and medium business risks. “The mechanism for providing guarantees to large investors is established both at the level of legislation and in practice. But the issue of guarantees for small and medium-sized businesses investors  requires special attention on the part of the public partner”,  Natalia stressed.

The first Kazan Forum was held in 2017. The event was dedicated to investments in infrastructure, and in subsequent years the specifics of public-private partnerships in sports and healthcare became the central topics of discussion. In 2020 the forum highlighted the cases of using the PPP mechanism in various economy sectors, including social sphere, infrastructure, housing and utilities sector and solid municipal waste management.
