At the end of July, the Supreme Court of Russia will hear a case concerning the application of a reduction coefficient by JSC “Severnoye Mashinostroitelnoye Predpriyatie” (Severodvinsk Machine-Building Enterprise, Sevmash) when calculating fees for negative environmental impact. The dispute involves substances that the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) considers identical to those listed as technologically standardized.

Kirill Katkov, Associate and Head of Ecology Law practice at Maxima Legal, pointed out to Pravo.ru that this particular issue has never been previously considered at the level of the supreme judicial authority. The expert noted that if the Supreme Court determines that the elements declared by Sevmash are indeed identical to the substances on the technologically standardized list, the Supreme Court may rule the application of the reduction coefficient inadmissible.
