Kirill Katkov has commented for Vecherniy Sankt-Peterburg newspaper on the changes in regional legislation on the Red Book

In 2024, deputies of the Legislative Assembly of St Petersburg introduced about ten amendments to the city’s Environmental Code, including one of the adopted laws concerning the maintenance of the regional Red Book.

Kirill Katkov, Associate, Head of Ecology Law practice at Maxima Legal, explained to Vecherniy Sankt-Peterburg newspaper that by adopting the relevant amendments to the Environmental Code, the deputies eliminated a contradiction previously contained in the document.

‘Until now, the determination of the order of keeping the book was attributed by the Code to the powers of the city government, but in fact this order was already regulated in the Environmental Code itself. Thus, there was an unacceptable situation when the determination of the procedure for keeping the Red Book belonged to both the powers of the government and the Legislative Assembly at the same time. The introduced amendments bring the provisions of the Environmental Code in accordance with the principle of separation of the executive and legislative branches of power: the order of the Red Book is regulated by the Environmental Code, and the maintenance of the book is carried out by the government’, Kirill Katkov said.
