The Ministry of Information offers to oblige data storage provider (DSP) to record the network port number of each user. According to the regulator, this will help identify specific users who use various methods to hide their IP address, and will also provide protection against DDoS attacks. At the same time, the concept of “information storage organiser”, as practice shows, is quite broad. Now Roskomnadzor’s register of DSPs contains more than 400 companies, including social networks, various online services and marketplaces, online cinemas, as well as mass media, banks, furniture factories, airlines and even individuals.

“Based on the legal definition, a data storage provider is any company or person, who owns a website where it is possible for users to communicate with each other and website owners with users.
First of all, we are talking about social networks and e-mail services where messages are exchanged,” Kirill Katkov, an Associate at Maxima Legal, explained to the Delovoy Peterburg newspaper.

“The concept of data storage provider is defined so broadly and vaguely in the law that websites with commenting and feedback functions also fall under it. Since in these cases information resources are used to receive and process electronic messages, which users send in the form of comments through the feedback form,” the expert emphasised.
