During the SPIEF-2025, Russian Minister of Justice Konstantin Chuychenko announced the draft law “On Advocate Practice and the Bar in the Russian Federation”. If adopted, only advocates will be permitted to represent the interests of individuals and businesses in court.

However, according to Konstantin Boytsov, Advisor and Head of the Real Estate and Construction practice at Maxima Legal, the professional community is most concerned about the proposed expansion of control powers granted to the Ministry of Justice (Minjust) over advocate activities. These include the authority to initiate disciplinary proceedings against advocates and to challenge decisions of the Bar Association Council in a court. “This creates a threat to the independence of the advocate institution as such, which, combined with the advocate monopoly, calls into question the possibility of legal representation solely in the interests of clients”, the expert told NSP.RU.
