“The lands of the forest fund are exclusively owned by the Russian Federation and cannot be owned by private individuals. In this regard, in order to conduct the above activities, it is necessary to conclude a lease agreement for a forest plot. According to the current legislation, such contracts, as a general rule, should be concluded at the auction in the form of an auction for the right to conclude a lease agreement”, the expert explained.
