After the decision of the governor of St Petersburg to suspend restaurants, bars, parks, cafes and non-grocery stores during the quarantine, several companies have tried to circumvent the rules. The Ugryumochnaya bar chain announced its intention to continue work, however, after angry online comments appeared, on the fourth day of the city-wide ban, the chain was forced to switch to only offering home deliveries. Regular visitors to another bar, Bukowski, received SMS instructions for secret access to the institution, although the administration of the bar officially denied this information, stressing that since 27 March Bukowski has been closed.

Maxima Legal’s Senior Associate, Sergei Bakeshin, told Delovoy Peterburg that companies that wanted to continue working and circumvent the law could declare themselves grocery stores, which are not subject to the ban, otherwise, bars face fines.

“Violation of sanitary and epidemiological requirements by canteens, restaurants, cafes, bars and other places, including in the preparation of food and drinks, their storage and sale to the population, entails the imposition of an administrative fine on individuals in the amount of 1,000 to 1,500 roubles, for officials – from 5 ,000 to 10,000 roubles, for self-employed persons from 5,000 to 10,000 roubles or an administrative suspension for up to 90 days and for legal entities from 30,000 to 50,000 roubles or administrative suspension for up to 90 days”, Sergei explained.
