Sergei Bakeshin has talked to RBC about administrative liability for quarantine breaches

St Petersburg restaurateur Alexander Zatulivetrov, co-owner of the SkyRest group, intends to open his restaurants on 15 April, despite the current ban on the operation of food outlets due to the coronavirus epidemic. At the same time, the businessman is ready to introduce additional safeguards to protect visitors.

According to RBC Petersburg Senior Associates and Head of the Dispute Resolution and Insolvency practice at Maxima Legal, Sergei Bakeshin, stated such decisiveness, according to a recently updated law, threatens the restaurateur with a fine of up to 500 thousand roubles and a ban on work for up to 90 days. “The entrepreneur will violate federal law and a resolution of the Government of St Petersburg, which introduced restrictive measures”, Sergei explained.

If a violation results in personal injury or death, the fine can increase to up to 1 million roubles, and criminal liability if there occurs mass illness of people. According to Sergei Bakeshin, the courts have already begun to apply the new standards and impose sentences, although liability for a proposal to violate quarantine has not yet been introduced, he added.
