The Arguments and Facts newspaper drew attention to a collective letter that the owners of shopping centers wrote to the Federal Antimonopoly Service of St Petersburg with a request to check the ban on the operation of shopping centers for compliance with the antimonopoly legislation.  According to the owners’ opinion, St Petersburg authorities discriminate against some market participants in relation to others. Despite the ban on shopping centers, hypermarkets continued to function during the pandemic, and later furniture centers and some department stores (DLT, Narvsky and Kirovsky) were opened, the principle of which is similar to shopping centers.

The AiF material is based on the reports of the Kommersant newspaper and includes a quote of Maxim Ali, Head of IP/IT Maxima Legal practice. In particular, the publication cites the expert’s opinion that if the shopping centers manage to prove that their facilities are indeed as safe as those already open, officials will face a fine of up to 50 thousand rubles, while the victims can expect compensation for losses incurred during the closure of shopping centers.
