In a commentary for DP Nikita Deynega has suggested on what grounds structures associated with Roman Abramovich could have been excluded from the data on the founders of the companies reconstructing New Holland

The Unified State Register of Legal Entities has become inaccessible to information on participants of Novaya Gollandiya Development LLC and a number of other companies, the owner of which until recently was considered to be the Cyprus-based Protonius Investments Ltd, which in turn is considered to be controlled by Roman Abramovich.

Nikita Deynega, Partner, Head of Tax & Administrative Law Practice at Maxima Legal, explained to Delovoy Peterburg newspaper that access to information in this situation may be denied if the company is included “in the list of persons to whom restrictive measures imposed by foreign states are applied, may be applied or are subject to them” or if the legal entity is registered in new regions of the Russian Federation.

Recall, since spring 2022 Roman Abramovich is included in the sanctions lists of the European Union and the UK, and since 2010 Novaya Gollandiya Development LLC has invested more than RUB 12 bn in the reconstruction project of  New Holland island in St Petersburg.
