Natalia Diatlova has taken part in a decision on the regulation of PPP in the transport sector

On 1 June in the Higher School of Management of the St Petersburg State University took place the fourth annual conference ‘Public-Private Partnership in the transport sector: models and experience’.

As part of the event Partner and Head of the PPP Practice at Maxima Legal, Natalia Diatlova, gave a presentation on the most significant changes to PPP legislation. In particular, Natalia considered the key provisions of a bill, titled ‘On Public-Private Partnership, Municipal-Private Partnership in the Russian Federation’, which will amend the Federal law on concession agreements.

Furthermore Natalia also provided an assessment of two bills developed by the Ministry of Transport to include border control posts as infrastructure that can be part of concession or PPP agreements and also using non-budgetary investments in projects connected with public transport.

“Considering these bills as part of an academic-professional conference raises the discussion to a new level about the significance of the changes to the legislation on PPP. Expanding the list of infrastructure that can be made the subject of a concession or PPP agreement and including in this list border control post are positive measures that can increase the number of PPP projects”, commented Natalia Diatlova.
