Partner and Head of the PPP Practice at Maxima Legal, Natalia Diatlova took part in the fourth reporting session of concessionaires

The event was a review of the PPP market for the last year at which experts noted a decrease in the total number of concession tenders announced in 2017 compared to 2016 with a fall of about a third; however, the volume of investments increased by more than 30% to around 375 billion roubles. At the same time, according to the results of the tenders, 51 concession agreements were signed, the same as in the previous year.

Additionally, in 2017 the number of pieces of infrastructure to be transferred to concessions nearly doubled.  The prospects for growth in the market are connected with the demand to rebuild and modernise infrastructure in the social sector, as well as for utilities, motorways, transport, water supplies and agriculture.

The reporting session has taken place annually since 2015 and is organised by the Association of Concessionaires and Long-Term Investors in Infrastructure (NAKDI) and the Moscow Exchange.  The event brings together those involved in investing in infrastructure including representatives from companies issuing infrastructure bonds, banks, ministries and agencies, investors, as well as parties from concessions including regional and municipal authorities where concession agreements are implemented.
