Partner and Head of the PPP Practice at Maxima Legal, Natalia Diatlova, took part in a joint meeting of the Expert Council of the National PPP Centre and the Committee for Commerce and Industry of Russia for PPP. As part of the meeting, two initiatives, which may have a significant influence on the development of the Russian PPP market, were discussed.

The key agenda for the meeting was the approval of the expert report of the National PPP Centre, which had been prepared following a request from the Coordinating Council for PPP of the Ministry of Health in Russia. The document is aimed at assessing the prospects for the use of concession agreements in the redevelopment of parts of buildings, as opposed to whole buildings. In particular, it contains an analysis of the existing legal regulations for the compliance of part of buildings or floors to be made the subject of a concession agreement.

Further to this, participants discussed the new method to undertake an annual rating of each region’s PPP development.
